Sheikh Yousef Al-Qaradhawi head of the European Council for Fatwa and Research, president of the International Association of Muslim Scholars (IAMS), and the spiritual guide of many other Islamist organizations across the world (including the Muslim Brotherhood) recently took part in a number of events focusing on Jerusalem and the Palestinian question. On December 4-6, 2005, Al-Qaradhawi attended the fourth international conference of the Al-Quds Institution, whose board of trustees he chairs. Other participants in the conference, which was held in Yemen, were Khaled Mash'al, head of Hamas' Political Bureau; Sheikh 'Ali Akbar Mohtashemi, an advisor to the president of Iran; and Sheikh Harith Al-Dhari, chairman of the Association of Muslim Scholars in Iraq.(1)

At the conference, Al-Qaradhawi said: "There is no choice but to wage jihad and resistance. Yet there are different kinds of resistance and jihad. There is armed resistance and armed jihad - military jihad - and there is no choice but that this should continue. There is no choice but to continue the resistance in Palestine, in Iraq, in Lebanon, and in every country that has been conquered by foreigners."(2)

On October 20, 2005, the Islamist web forums marked the third "Al-Quds [Jerusalem] International Day [on] the Internet" sponsored by the Electronic Resistance Movement (http://www.hamasna.com/) which, although defining itself as an "Egyptian youth group," is close to the Hamas movement. Participating in marking the occasion were representatives of the Islamic fundamentalist movements, including Hamas' military wing, the 'Izz Al-Din Al-Qassam Brigades, representing the Palestinians; the Islamic Movement of Lebanon; the Islamic Labor Front of Jordan; the Al-Tawhid wa'l-Islah (Monotheism and Reform) movement of Morocco; and http://www.islamonline.net/, which is close to Sheikh Yousef Al-Qaradhawi. Sheikh Al-Qaradhawi himself was among the prominent figures giving speeches, via the Internet, in honor of Jerusalem Day, together with senior Hamas officials such as Khaled Mash'al and Mahmoud Al-Zahar.(3)

Information on Al-Qaradhawi's participation in these events and a link to his speech were posted on his site http://www.qaradawi.net/, along with a link to http://www.hamasna.com/ (4)

In a sharply-worded speech, Al-Qaradhawi praised Palestinian suicide operations, encouraged terrorist movements such as Hamas, Palestinian Islamic Jihad, and the Al-Aqsa Martyrs Brigades, and called on the Arab countries to aid the Palestinian resistance with funds and weapons.

The following are excerpts from his address:

"We are a Nation of Jihad and a Nation of Martyrdom"

"Muslims across the world have the right, and even the duty, to make Jerusalem their main concern and cause. Jerusalem is the sanctified city that Allah honored in His Book [the Koran] and associated it with the third holy shrine and the first qibla [direction of prayer] in Islam - the Al-Aqsa Mosque.

"[It is the mosque] where Muhammad arrived in his Israa' [night journey], and from where the Mi'raj [Muhammad's ascent to Heaven] began [as related in Koran 17:1] 'Praise be to He Who took His servant for a Journey by night from the Al-Haram [the sacred] Mosque to the Al-Aqsa [the farthest] Mosque, whose precincts We blessed, in order to show him Our signs.'...

"The cause of Palestine is the Islamic nation's cause, from Jakarta to Ribat Al-Fath [i.e. Rabat](6). The entire Islamic nation - with all the Arabs and the non-Arabs in it - is responsible to Jerusalem, against which plots are being hatched and conspiracies are being woven, in the dark of night and by the light of day. We see that the conspiracy against it has come out in the open...

"We see the Judaization of glorious Jerusalem. We witness this with our own eyes, and feel it with our own hands. The excavations that were carried out underneath this magnificent mosque are still going on, and we do not know how long [they will continue]. Perhaps one day it will be announced that this blessed and magnificent structure has collapsed.

"The Islamic nation is not paying heed to this. We see that the Muslims are indifferent, and that they are distracted from this most important cause. The Jews and global Zionism are exploiting the inattention of the Islamic nation, the division and the dispersion from which it suffers, and the feebleness [of the nation] - which is, as the hadith says, love of this world and hatred of death.(7)

"They have exploited Islam's feebleness, Arab impotence, the world's lack [of involvement], and America's global conspiracy supporting Israel in everything. It [America] supports it [Israel] economically, militarily, and politically. With its veto, it defends it from condemnation [by the world], even if it has evidence of its oppression, aggression, and tyranny.

"Our Muslim nation has responsibility for this cause [Palestine]. It is not fitting for us to rely on the West or on the U.S. - which some say holds 99% of the cards. It holds them but it will give us nothing. We must stand against this plot against the cause of Islam and the Muslims, like a solid building, each part of which supports the other.

"People must know that this cause is not an orphan. Rather, it has fathers, sons, supporters, heroes, and helpers, and is redeemed by their sacrifice of all that they have - things of little value and things of great value.

"The Jews.are Known for Their Parsimony, Cowardice, and Love of Life"

"If the Jews who are known for their parsimony, cowardice, and love of life - after all, they are the people who are the most zealous for their own lives - have begun to invest millions in serving their cause, and to sacrifice their souls in service of this Zionist idea, then we, the Muslims, must be the first to sacrifice our blood and our money. We are a nation of jihad and a nation of martyrdom.

"Mothers Receive their Martyred Sons with Cries of Joy and Celebration

"Our brothers in Palestine have sacrificed many lives as well as much efforts and blood. The Palestinian people proved, in the first Intifada and in the second Intifada, that we spare nothing for our cause. We have seen this among the old and the young, men and women.

"We have seen these martyrdom operations, in which these young people took their lives in their hands and cared not whether they took death or whether death took them. [We also have seen] mothers receiving their martyred sons ... with cries of joy and celebration. Similarly, the man [the martyr's father] refuses to accept condolences on the death of his son, saying 'Congratulate me, do not comfort me.'"

"The Peace Process Is a Conspiracy to Stop the Palestinian Resistance"

"Our brothers have sacrificed much. But there are plots against this Intifada. There are schemes being concocted to stop this resistance, under the name of 'the peace process.' What kind of peace is this? [It is] a peace that is being imposed by Israel. They want peace according to their understanding - a peace in which we hand over our land, our honor, and our independence. We must resist this, and we stand by our brothers in the Islamic and national resistance factions."

"We Stand by Our Brothers in Hamas and Islamic Jihad"

"We stand by our brothers in Hamas, our brothers in [Islamic] Jihad, our brothers in [the Fatah Al-Aqsa Martyrs] Brigades, our brothers in the Popular [Front for the Liberation of Palestine (PFLP)] and in the Democratic [Front for the Liberation of Palestine (DFLP)]. We stand by them all. We want them to stand in a single trench, and never let a Palestinian fight a Palestinian.

"We will not let the hand of a Palestinian aim at the chest of another Palestinian. All efforts and weapons must be directed against the common enemy, who is still acting with trickery and does not want to give us anything but talk. This is false talk, and to date we have seen nothing on the ground.

"We Will Not Abandon the Resistance as Long as One Inch of Palestine is Occupied"

"Oh brothers, our weapons must remain in our hands. We will not lay down our weapons. We will not abandon the resistance as long as one inch of Palestine is occupied...

"If the enemy has usurped a piece [of land], whether narrow or broad, whether small or large, the people living in it must resist this enemy. The Islamic jusrists treat this as a commandment incumbent upon the residents of the land. If the residents of this land cannot resist [the enemy], then it is incumbent upon their neighbors, and then their neighbors help them with funds, weapons, and men. When all the neighbors are not enough, it is a duty incumbent upon the entire Muslim nation."

The Palestinians Must be Helped with Funds and Weapons

"Therefore, we say that jihad is now incumbent upon the entire Muslim nation in order to liberate Palestine, Jerusalem, and the Al-Aqsa Mosque. The Al-Aqsa Mosque must not remain captive in the hands of the Jews. They bring in [to the mosque] whomever and whatever they want, and permit and or forbid worship to whomever they want.

"The Islamic nation, which numbers 1.3 billion, cannot agree to this. It must stand against the Jewish plot, and against the Zionist scheme, that is supported by American funds, American weapons, and the American veto. The Islamic nation must show solidarity, must unite, and must come together to stand against this danger...

"It is not a duty incumbent on the Palestinians alone, but a duty incumbent first of all on the Palestinians [and then] incumbent upon all the Arabs - Muslims and Christians - and then upon the Muslims - Arabs and non-Arabs. It is a duty incumbent upon the Arab Muslims, the Pakistani Muslims, the Indonesian Muslims, the Turkish Muslims, the African Muslims, and the Muslims everywhere."

We Ask the Islamic Nation to Impose its Will on the Rulers Who Have Submitted to the Zionists and the Americans

"The Al-Aqsa Mosque is not the mosque of the Palestinians [alone], but is the mosque of the Islamic nation, and the Islamic nation must act. It must provide the Palestinians with funds and give them weapons. It must support them in this unbalanced battle...

"We ask this nation to stand fast in a way that will reflect its true heroism, resist this humiliation, and not submit to it, and will force [its will] upon its rulers who have submitted, waved a white flag, and accepted everything that is proposed to them by the Zionists and the Americans. We want to impose on those [Arab] rulers the people's will, [so that the rulers] will draw the spirit of strength and the power of the spirit from their peoples."
